BRICK, NJ — Authorities are seeking the identity of a man who they say impersonated a police officer and pulled over women in Brick and Wall Township earlier this month.

The man, depicted in the composite sketch created by New Jersey State Police, is described as a white male, 40 to 50 years old, with long red hair pulled back in a ponytail, a red scruffy beard, and tattoos on both arms and the back of his hands, New Jersey State Police said in a post on Facebook.

The man was last seen wearing black battle dress uniform pants, a light blue short-sleeved bloused shirt with the word "police" on the front and non-descriptive patches on the arms that also said "police" but no specific department. He was also wearing a duty belt and a holster with what appeared to be black handgun, state police said.

The first woman reported she was accosted about 2 p.m. on Aug. 1 in Brick Township. She said she stopped her car in Brick because she thought a police officer was pulling her over, state police said.

"The suspect was driving behind the victim in a black, older model Ford Crown Victoria when he activated a blue dome light on the front dashboard," they said.

When the woman pulled over, the man approached her vehicle and identified himself as a police officer. After a brief exchange, she became suspicious and asked him for identification, police said. He failed to provide ID and instead instructed her to exit the vehicle, police said.

When the woman refused to get out of her vehicle, the man tried to pull her out of it, but she fled and called police.

While Brick Township police were investigating they discovered a similar incident happened about 9:45 p.m. Aug. 3. in Wall, state police said. Another woman told police that a man in black, older model Ford Crown Victoria pulled her over and impersonated a police officer.

A detective with the State Police Forensic Imaging Unit created a composite sketch of the suspect.

The Brick Township Police Department said goodbye to a longtime officer whose career was known by most in the community for his expertise in investigating traffic accidents and promoting safe driving policies.

Ptl. Gerard “Jay” Lampiasi completed his last day with the department Monday.

Lampiasi served in the department’s Traffic Safety Unit for the past 18 years. He worked the road on patrol for seven years prior to that, in addition to serving for five years on the Special Emergency Response Team (colloquially known as the SWAT team).

Lampiasi also ran the department’s Special Law Enforcement Officer Class I Police Academy for five years and was on the Ocean County Prosecutor’s Office Fatal Accident Support Team. In addition to all this, he served on several boards and working groups that involved traffic and highway safety.

In the photo attached to this article, Lampiasi is pictured next to recently retired Special Law Enforcement Officer I Lt. Vinnie Sciarappa, who finished his 34-year career on Dec. 30, 2020. Sciarappa was known to thousands of Brick residents over the years as the officer who stood guard over meetings of the township council and, on occasion, particularly contentious hearings of the planning and zoning boards.

Last week, the department welcomed four new officers to replace those who have retired or who have announced their retirement. They include:

  • Ptl. Corey Rackliffe, a 29 year-old Army veteran, who has his Bachelor’s in Criminal Justice from Kean University. He graduated from Brick Township High School in 2010.
  • Ptl. Jeffrey Maehl, a 31-year old Navy veteran, who has his Masters in Emergency Management from John Jay College. He graduated from Westfield High School in 2007.

  • Ptl. John Canterelli, a 24-year old who is still active in the Army Reserves and graduated from Brick Township High School in 2015.

  • Ptl. Matt Farnkopf, a 20-year old who graduated from Brick Memorial High School in 2019 and is currently studying Biochemistry at Rutgers University.

The four officers graduated from the Ocean County Police Academy Feb. 16 and will be joining the department.

Also pictured is Sgt. Jim Kelly who, during the graduation ceremony, received an award from the police academy in recognition for his work as an Academy Instructor. He also serves as the department’s public information officer and works with both journalists and the community on a daily basis.
