Public Works Construction Projects: M.G.L.c.30,39M governs all contracts for construction, reconstruction, alteration, remodeling, or repair estimated to cost more than $10,000 that does not include work on a building. These contracts generally fall into the category of public works projects, or "horizontal construction" projects.

Public Building Construction Projects:M.G.L.c.149,44A-M governs all contracts for the construction, reconstruction, installation, demolition, maintenance, or repair of a building. For projects less than $10,000 Purchasing uses sound business practices. For projects $10,000 to $25,000 Purchasing will post a notice for two weeks and receive written responses. For projects $25,000 to $100,000 Purchasing will receive sealed bids using M.G.L.c. 30,39M procedures which includes advertising in the Central Register. For projects over $100,000 Purchasing will receive sealed bids using M.G.L.c.149,44A-M procedures.

It is the Contractor's responsibility to make certain they have received any/all addenda relating to their bid prior to the bid opening date. If you are downloading a bid we strongly encourage you to notify the City of Cambridge Purchasing Department. Please go to the vendor registry and provide us with your Company Name, Address, Phone number, Fax number and which bid number you downloaded.

Except in the case of Construction bids requiring a plan deposit, all City of Cambridge bids are available for downloading from the City of Cambridge website with no required registration process. As a result, the City accepts no responsibility for the accuracy of the bidder's list.

Effective immediately, until further notice, the City of Cambridge will not require bidders and subcontractors under the bidders for construction related services to maintain or participate in a bona fide apprentice training program as stated in Section 2.66.080 (A) (3) of the Cambridge City Code.

All other sections of the Cambridge Responsible Employer Plan, the Cambridge Employment Plan or other applicable laws remain in full effect and will continue to be requirements of all bids for construction related services.

NOTICE TO CONTRACTORS: Change in software used for bidding on MBTA Construction contracts.

Effective June 30, 2019, the Expedite Bid component software will be replaced by the AASHTOWare Project Bids Bid component software. All MBTA bids will be required to be submitted using this new software. Any bid openings prior to the June 30, 2019 date will still be submitted using the current Expedite Bid software. More information will be shared soon.

Bid Responses

The MBTA is bound by Federal and State statutes to publicly advertise all of its construction projects for the solicitation of bids. In order to procure the lowest responsive bidder construction contracts are advertised in various publications and on the MBTA website. For contracts with estimated values exceeding one million dollars, prequalification is required. Prequalification forms can be found on the MBTA Website, or by clicking here.

Once the MBTA receives bid responses from each interested contractor, the bids are reviewed and the initial bid amounts are posted to the website on the date of the bid opening.

Awarded MBTA Contracts

After a thorough review process, the T's primary goal is to ensure that all contracts are awarded to the lowest responsive bidder, within specification requirements and in compliance with MBTA Procurement Policies and Procedures and other Federal and State laws, rules and regulations. Upon execution of the contract, the project advances to the construction phase and overall management of the project is transferred to the construction project manager and his/her field staff.

MBTA Posts First Electronic Bidding Opportunity

On Monday, June 24, 2013 the MBTA initiated the transition to Electronic Bidding with the posting of Contract D21CN01  - Water Main Replacement at Orient Heights for more information, go to:http://www.mbta.com/business_center/bidding_solicitations/design_and_construction/construction_bid/?cbid=225

 

Starting in June, 2013,  the MBTA will be transitioning to the use of the Bid Express Secure Internet Bidding System for the purpose of receiving bids on construction projects bid in accordance with MGL Ch. 30 §39M and Ch 149 § 44 A through J.  The MBTA will be transitioning to Electronic Bidding for all construction projects. When fully implemented, the MBTA will no longer accept hard copies of bids on any projects.

In order to become an official bidder on projects, bidders must satisfy the requirements of MBTA prequalification and in addition bidders must obtain a Digital ID through the Bid Express website. There is a one-time fee of $100 for the Digital ID as well as a monthly access fee of $35/month for Bid Express in order to submit bids electronically.

For jobs advertised on ww.mbta.com/business_center/bidding_solicitations/current_solicitations between June 3 and June 28, bidders are required to submit paper bids and electronic bids. During this phase of implementation, paper bids will govern.  At the conclusion of this phase of implementation, the MBTA will no longer accept hard copies of bids on any projects.

In anticipation of the June, 2013 transition, the MBTA encourages bidders to create Digital ID's and activate accounts on Bid Express.  Full information can be found at: https://www.bidx.com.

The MBTA is currently performing full systems testing 

Current focus includes generation of EBS files and amendments from CMS, uploading of EBS, amendment and attachment files to Bidx.

Other aspects being tested include changing the bid opening date, incorporating changes to the bid items, posting addenda, and testing Bidx capabilities related to home page modifications, and informational notices.

We have uploaded test data, and submitted bids using test accounts.

We have  opened bids and uploaded the informational CMSand the MBTA.com and processing bid results.
