Customs Tariff Classification Guide - Find the right HS code

HS classifications are intricate and their application can sometimes be perplexing. Here are two examples which illustrate the inconsistency of HS classifications:

  1. Many companies make specialised products and they declare all spares and parts of those products as being parts of the main product – this is sometime correct and duty rates are usually quite low. However, parts of ‘general use’ – such as screws, springs, washers, nuts, O-rings and the like are classified as those particular items elsewhere, often at higher rates of duty.
  2. Subheading 9505 10 covers articles that are broadly recognised as traditionally used at Christmas festivities and exclusively manufactured and designed as articles for Christmas festivities. However it  does not cover articles of the ‘winter season’,  such as icicles, snow- crystals, stars, reindeers, robins and snowmen, because they are not exclusively used for Christmas festivities but mainly as decorations during the winter season. In the UK the duty difference is between 0% for Christmas decorations and 2.7% for winter decorations.
