Naruto and Sasuke barely defeated Kaguya who was an Otsutsuki. They only really won because they had the Sage of Six Paths power that specifically worked against her as a sealing jutsu - they couldn't actually kill her and even then they needed the help of Kakashi, Sakura and Obito.
Naruto and Sasuke reached impossible, god-like powers by the end of the series, breaking every rule of good storytelling so they could get stronger. They are gods and nothing could touch them...

Literally since the end of Naruto, Sasuke has been dimension hopping to find information on Kaguya because she was building the White Zetsu army to defend herself against her people. They've been building up this fact that someone even Kaguya feared was still out there. So I'm not sure why you're so surprised that there is a villain that is able to stand up to Naruto and Sasuke's strength. Jigen/Isshiki is literally one of those Otsutsuki that Kaguya feared. It's not unreasonable to think that he's much stronger than her, in fact, it would be silly to think he wouldn't be.
Naruto and Sasuke are not gods. They have the powers of people descended from gods and just lost to the real deal. You're making it seem like they just got flattened by some random ninja. It was always apparent that more Otsutsuki would show up and that they would be stronger than Kaguya.
Why are we assuming that this is what Kawaki is referencing in the chapter 1 flashback? Aren't Boruto and Kawaki older in that flashback? There's still a decent amount of time between now and then where things could happen to Naruto.
Different character. If anything, the latest chapter changes the cold open a lot because now we know Naruto doesn't die, which means Kawaki either doesn't know or he's possessed by the Ootsuki that's currently using Jigen's body.
I do agree with the overall sentiment of the thread, though. I really don't get why the manga is so intent on making every new kid significantly stronger than the previous generation. Like, isn't there a scene in the anime where Metal Lee overpowers Rock Lee during a mock battle?
It's not even just that, either. Jigen was physically overpowering Naruto, which should be pretty much impossible, and he was even able to absorb Amaterasu? Don't you need the Rinnegan to do that? It's even weirder that he was able to react to, and counter, every attack both of them threw at him. They never even landed a hit. It's like they just made Jigen as overpowered as possible because they couldn't figure out how to make him beat Naruto and Sasuke.
Which is really stupid considering Boruto is obviously going to beat that guy one day. How are you gonna explain a kid with half a Byakugan taking out a guy so much stronger than Naruto and Sasuke?

Why would it be impossible for Jigen to physically overpower Naruto? He's the host for an Otsutsuki. As for the Amaterasu, it's been established that the Karma absorbs all ninjutsu.
Boruto is obviously going to be able to take on Jigen some day because he has the same power as him.

One of the most popular and successful shonen anime of all time, Naruto and Naruto:Shippuden, ended its run just a year ago. Almost immediately after, a sequel set 14 years after switched focus on the next generation of shinobi from the Naruto-verse.
Boruto: Naruto Next Generations follows the title character Boruto, who is the song of Naruto, as well as Naruto's daughter Himawari, and many other children of characters from the last generation.
New characters from all of the ninja villages are on hand and ready to test their knowledge and skill at their graduation exams.
Familiar characters such as Naruto, Sasuke, Sakura, Gaara, and Shikamaru are still present within the show. However, since these characters have become excessively stronger over the years, for the purpose of this list, we are going to focus exclusively on the younger generation.
The new characters introduced in Boruto have all new skills and powers, and their personalities are as diverse as those who came before them.
With that said, here are The 16 Most Powerful Boruto Characters Ranked From Weakest To Strongest.
Starting the list off is the young, bespeckled genin of Kumogakure, Toroi. His name means "slow," both in body and mind, but by fooled by his name alone.
In contrast with other genin like Yuriri, Toroi has shown to possess a calm and measured approach to problems, which is a good trait for a young ninja to have and develop.
His chubby body type is nothing to scoff at either, as he is known to have great physical strength. He was defeated in the third round of the chunin exams by Mitsuki, but there is no shame in that.
Much of his power has yet to be shown, but the Fuma Shuriken that he carries probably means he’ll upgrade to a full sized one down the line.
Like his Kumogakure brethren, he admires their hero, Killer B, so his potential is very high.
As the second genin of Kumogakure, Tarui is Toroi’s teammate and another mysterious character who we don’t know much about at this point. Sporting very long hair that hangs down to her legs and over one eye, Tarui hasn’t shown off many of her abilities yet.
Her name means "bored," which is fitting because it’s the only emotion that she’s displayed in her short time on screen. Tarui is shown to make it to the third round of the chunin exams but is handily defeated by Sarada when the latter activates her sharingan and punches Tarui so hard that she almost goes through a wall.
Making it to the third round is good, but Tarui’s one-on-one battle was quite disappointing, which makes many fans believe that she'll unlock a lot more power later on.
Whether or not she finds her fighting spirit and becomes a strong shinobi remains to be seen.
Yodo takes part in the chunin exams, and although Shiniki proved to be the workhorse of the team during the tests, Yodo made it to the third round but was defeated by Shikadai.
Little is known about her abilities so far, but we can ascertain that they are well above average compared to other genin, as Gaara would never have anyone but the best representing Sunagakure.
Yodo has the confidence of a strong, young ninja, and is perhaps at times too confident. However, thankfully she has plenty of time to mature and come into her own.
As the youngest of Naruto’s two children, Himawari Uzumaki comes from very strong stock.
Despite not having formal kunoichi training, she has already impressed many fans with her powers and abilities.
When she and her brother Boruto were younger, she wanted to bring her stuffed panda to Naruto’s inauguration ceremony, but Boruto mocked her for it. A tug-of-war over the toy ensued until it was ripped in half, which is when she activated her Byakugan for the first time.
Recognizing the danger, Naruto stepped in to take control. However, he was promptly knocked out from just a single strike from his little girl.
Though she is too young to understand and control her abilities, this shows that she has the potential to a major kunoichi later in the series.
Himawari has a kind personality overall but her temper can get the better of her.
Chocho is the daughter and only child of the past generation ninja Choji and Karui. Like her dad and other members of her clan, she is on the heavy side, but unlike him in his youth, she is comfortable and confident in her skin.
As a young kunoichi, she has started training with the various body expansion techniques that her clan utilizes.
She can perform advanced techs without the use of Three Colored Pills, which is very rare for a ninja of her age. She is quite fast and skilled despite her young age, and is a solid fighter.
Although she shares her father’s love of food, her clan’s ability to turn calories into chakra, combined with her drive, makes this a strength instead of a weakness.
Chocho is eccentric but kind, and a loyal member of her team.
As the second member of Team Shiniki of Sunagakure, Araya is distinct for wearing a white Hannya mask and using a sword in battle -- something not common among ninja.
This likely indicates that he is a practitioner of Kenjutsu, which would mean that he has the potential to use some very powerful combination techniques.
During the chunin exams, Araya’s team makes it to the third round. In Araya's fight, he is able to defeat the talented Inojin in an impressive battle.
Being chosen by Gaara, Araya is already proven to be a capable duelist, which marks him as one of the genin with the most potential.
If the story progression mirrors that of last generation, Araya and his whole team are set to be serious players in any upcoming conflicts.
Chocho’s teammate Inojin seems to be the most straight-laced member of his group. He’s smart, reasonable, and takes his training more seriously than the rest of the team does, which makes one wonder why he isn’t the leader.
He’s the son of Sai and Ino, and reaps all the benefits of having two talented shinobi as parents. Inojin has been training longer than most of his peers, well before he even entered the academy.
He has a wide range of abilities, mostly practicing his father’s style. However, he knows a few of his mother's powers as well.
Additionally, he wields a tanto, indicating that he has some skill in Kenjutsu. He has probably the most diverse skill set among the genin, as well as the most training.
Inojin has an incredible amount of potential, and many fans believe that he will be very powerful when he matures.
9 Metal Lee
As the son of fan-favorite Rock Lee, Metal Lee looks just like his dad and his trainer, Guy. Sporting the classic bowl haircut and bushy eyebrows, Metal’s similarities do not stop at looks.
He is similar to his father when he was young, especially since he also has a superhuman training regimine. He specializes in taijutsu like Rock, but unlike his father, he can externalize his chakra and perform ninjutsu.
Metal’s striking power is extremely strong-- he is able to shatter stone with both his fists and feet.
During the chunin exams, he loses on a technicality, but overall, he is still a very strong genin. The fact that he can use ninjutsu means that he can be a stronger ninja than his father ever was because Rock was limited to Taijutsu only.
We can expect Metal to be a major ally of Boruto in the series just as Rock and Guy were during Naruto’s time.
As the apparent leader of his team of Toroi and Tarui, Yurui boasts one of the strangest powers of the entire new generation. He is constantly chewing gum, and is able to use it to form massive bubbles for various purposes.
He is able to ensnare opponents or make the bubbles explode. The bubbles serve him well during the first two rounds of the chunin exams.
During the third, he gets matched up against Boruto and tries to overwhelm him with exploding bubbles, but Boruto is able to throw a shuriken and explode one right in Yurui’s face, knocking him out.
Yurui also holds two swords on his back, but his skill with them is not known at this point.
He has a lot of power, but his lackadaisical attitude and arrogance need working on if he is to reach his potential.
As the only child of Shikamaru and Temari, Shikadai is another genin whose potential is great. He takes after his father in terms of personality. Though he is enthusiastic, he is also extremely lazy and unmotivated, and possesses the same sharp intellect as his father.
Shikamaru was regarded as one of the most dangerous ninjas because no one could tell what he was thinking, and Shikadai is the same. He has a great talent for strategy and improvising, which was seen when he encountered Boruto’s Rasengan technique and was ready to repel it.
He also has the Nara Clan shadow manipulation ability, which has proven to be extremely reliable and powerful.
Like Inojin, Shikadai has been training since before he entered the academy, and one can bet that his mother Temari does not allow any sort of the famous Nara laziness when he need to study.
6 Shin Uchiha
As one of the test subjects of series supervillain Orochimaru, Shin Uchiha-- not to be confused with Shin of the Root Division-- is somewhat of a sympathetic character despite being a villian.
He was a great subject for Orochimaru and possessed a genetic makeup that allowed parts of him to be used to create clones and unlock all the secrets of genetics.
Shin Uchiha developed a fixation with the Uchiha Clan, especially Itachi, and took their name for his own. He rebelled against Orochimaru and struck out on his own with most of his "sons."
He leads a plot to revive the Akatsuki, but is betrayed by the clones and passes away in the conflict. Since he was raised by Orochimaru, he probably had no chance of becoming good.
His genetic ability made him a very strong opponent who could use various techniques artificially.
The de facto leader of the Sunagakure team, Shinki, is the adopted son of the extremely powerful Gaara. In many ways, he and his team entered the chunin exams like the generation before -- they were very powerful and confident, but also prone to dismissing others and overestimating themselves.
Shinki's technique is a blend of skills taken from his adopted father and his uncle, Kankuro. He uses a puppet like Kankuro but it is also the vessel of the iron sand that Gaara is known for.
He has shown off various moves involving sand, such as saving his teammates from failing the first chunin round with a sand platform, and constricting opponents.
Combined with his puppet and training pedigree, Shinki is among the top names of the new generation. With great potential and powerful allies, we can expect to see a lot from him.
If we were to judge the genin’s potential based on their parentage, Sarada Uchiha would come out on top by a mile. As the daughter of Sasuke and Sakura, two of the strongest of the last generation, it’s no surprise that she is an elite genin at her age.
Possessing her father’s incredible talent and mother’s intellect, Sarada excels in many ways.
She can control chakra in advanced states and use it to strike so hard that it upheaves the Earth. She also has a wide range of ninjutsu techniques at her disposal and first awakened her Sharingan at age 11.
She can fight, throw, and use jutsu better than just about any of her peers. Her only weakness shown so far is being exhausted by using too much power, but her reserves will increase as she gets older. The sky's the limit for Sarada.
Boruto is very similar to how his father Naruto was when he was toung, but he is also a lot more mature and knowledgeable about the world than Naruto was.
Personality aside, Boruto is a ninja prodigy who is recognized as being ahead of the rest of his class in just about all aspects of ninjutsu.
It’s impossible to list all of Boruto’s abilities, but suffice to say, he is able to sometimes perform at Jonin levels when no one his age should be able to.
He is strong, fast, has vast chakra reserves, and is able to create good battle strategies. All of these skills make him into a genin who seems to be on the cusp of being one of the best shinobi of all time.
Sasuke has accepted him as his student, so we can expect Boruto to become even stronger than his father eventually.
Mitsuki is the only genin on the list to rank higher than Boruto, but that’s because he is a synthetic being created by Orochimaru to be perfect.
Mitsuki lives up to his potential so far, as he excels to great heights in both fighting ability and academics. Even among the other very talented genin like Boruto, Sarada, and Shinki, Mitsuki is exceptional.
His has incredible chakra levels and excels at Taijutsu and Kenjutsu. He also has a lot of stealth and is extremely fast.
He even achieved Sage Transformation, an ability that was achieved by only a select few before him.
By the graduation exam, he fought and beat academy teacher Shino. His signature ability, Soft Physique Modification, allows him to weaponize any part of his body. It also makes him extremely hard to hit.
Mitsuki is the benchmark that the other genin will measure their power against.
The top spot can go to no one else but the mysterious and powerful young man called Kawaki. Making his debut in Boruto #1, Kawaki is shown in a flash-forward where he is seen standing among the ruins of the Leaf Village. He also defeats Naruto.
Since Naruto is viewed as one of the strongest ninja, this immediately established Kawaki as the uber-powerful bad of the series.
Next to nothing is known about him, and his origin is currently the subject of many theories. Is he a genetic experiment? A clone? A new type of super ninja? These will be the main questiosn of the series going forward.
One thing is for certain: Kawaki is way stronger than anyone in the current time. His power seems so great that he has the potential to be the strongest character ever seen in the Naruto world.

It was a 3 on 1 battle, with Kinshiki being at a handicap; fighting Sasuke & 2 kage.
Kinshiki was being pressured, tsuikage intercepted kinshiki with a attack before he could finish his swing, a attack that actually DAMAGED kinshiki. sasuke's best feat with the chidori is the meteor, Kinshiki is said to be able to "split worlds", if his durability is anywhere near his striking strength then kinshiki should have minimal issues. this is further emphasized when the chidori didn't even knock kinshiki completely down, he was on his knee ready to get up, even with say, 5% of kinshiki's total destructive capacity, he should STILL be able to severely outclass a high kage.

He fought the 3 without assistance.
Meanwhile, the 3 he fought against all benefitted from assistance from each other.

You're always going to have more difficulties when fighting ALONE, especially when one of your adversaries is freaking Sasuke himself.
Kurotsuchi punched & sent Kinshiki flying, but he BARELY took damage from that at all.
Normal kage being able to damage and react to god tier!?!?!?!?(chojuro reacted to kinshiki)
He still reacted and dodged a strike from kinshiki.. god tier>>>>>>>>high kage, their is no explanation for such a power boost between shippuden and boruto, Gaara would litterly have to become a juubi jinchuriki to make the difference :/
Kuro launched a attack before kinshiki could strike them with his blade, once again, a high kage attack that damaged a god tier. so, two high kage can react to kinshiki while sasuke(although at the very end of his confrontation with kinshiki, cuz he was reacting well at the beginning) stated that if it dragged on, it would of been bad news for him(this is from anime, I dunno if its the same in manga)

There's other instances of Ōtsutsuki looking like fools in battle against opponents much weaker than they are.

> Momoshiki being hit by Boruto's small Vanishing Rasengan and suffering a bit of damage
> Just like Chōjūrō managed to dodge Kinshiki's attack once, Sakura managed to escape from Kaguya's Ten-Tails chakra-arm for a bit of time before it eventually caught up to her and would have swallowed her completely if not for Kakashi saving her
Shit like that's been happening multiple times in earlier battles.
That doesn't mean Kaguya and Momoshiki should be downgraded because shit like that happened to them.
Kinshiki shouldn't be either.
He was even nerfed as they didn't have him use his Byakugan at all, and as an Ōtsutsuki who can travel between dimensions, he should easily be able to BFR someone to another dimension.
Levels boruto power
Boruto: Every Villain (So Far) Ranked By Power Level
The power levels of Boruto villains certainly aren’t equal, with some of them vastly outranking others in terms of skill and strength.
At 185 episodes so far, Boruto: Naruto Next Generations is certainly going to rival the Naruto and Naruto Shippuden anime in terms of length. And given that the manga is nowhere near completion, and has just changed writers, it’s safe to say that there’s a long way to go yet before the story reaches its conclusion.

But there are certainly no shortage of villains so far in the series, particularly considering the introduction of Kara, an evil organization with a lot of members, many of whom have already appeared in the series. But the power levels of these villains certainly aren’t equal, with some of them vastly outranking others in terms of skill and strength.
Boro is a member of the Inner of Kara, so in terms of power, he should be one of the strongest characters in the series, especially given his augmented body and his ability to regenerate his body from any attack. And while his role in the Kawaki Arc is a major one, with Boro acting as a major antagonist for Boruto and his friends, his ultimate defeat comes at the hands of four fairly young ninjas, and once Boruto’s Kama evolves, he’s able to take Boro out pretty easily.
14 Sumire Kakei
Sumire Kakei is definitely a talented kunoichi in the series, and she only ranks so low in power because so many of the villains in Boruto are massively overpowered. But Sumire is fast and capable, and she can hold her own against several adult ninja, who are willing to acknowledge her abilities. She’s excellent at ninjutsu and is even able to use a Summoning Technique, a difficult task for a genin.
Garo has yet to appear in the anime, though he has made his introduction in the manga. He is one of the Outer of Kara, and he appears as someone who has a grudge against Kawaki, who seems to have had a hand in an injury that has left him disfigured. Not a lot is known about his abilities, though he wears Shinobi-Ware as prosthetics for his arms, and he can fire blasts from them in battle.
Shojoji is a missing-nin and member of the Mujina Bandits, and he’s considered one of the most powerful ninja to appear in Konoha’s Bingo Book, a list of the village’s most-wanted ninja. He is very large and also very fast, which are not usually two things that go together. He’s able to pose as his victims by using a Corpse Clone Technique, which transforms his likeness into theirs, which he can hold for a rather long time.
Not a lot is known about Amado as a physical fighter, though it is noted that he is very fast when he comes face to face with Shikadai. But Amado’s power comes mostly in the form of his mind. He is responsible for the body augmentations that take place among the Inner of Kara, and his abilities to use scientific ninja weapons are essentially unmatched in the series, making him one of the most dangerous people in Boruto.
Kawaki is not a villain for long in the series, as Naruto takes him in as an adoptive son and raises him alongside his own children. But as a former member of Kara, raised to be a vessel for Isshiki Otsutsuki, he does qualify as a villain for the purposes of this list. Kawaki is not actually a ninja and has not trained in ninjutsu, but he has trained in brutal martial arts techniques, proving himself a formidable foe against ninja and non-ninja alike.
Ao is a former member of the ANBU of Kirigakure, and he actually retired as a hero of his village from that position, which makes it interesting that he now works as an Outer for Kara.

As an ANBU, it can be expected that Ao’s abilities are pretty formidable, as they are the elite black ops team of the village. Even as an old man, he is incredibly fast and versatile in his fighting, using both taijutsu and ninjutsu, the seals of which he can perform one-handed.
Delta is one of the few female members of Kara, and she is no slouch in battle. Just her mere presence is absolutely terrifying to Kawaki, which already shows how formidable she is. She also faces off with Naruto and is able to hold her own against him. Like almost every Inner of Kara, Delta's body has been augmented by Amado's Shinobi-Ware, though, unlike most of them, she almost qualifies as a cyborg due to the number of augmentations she's had.
Code himself has claimed to be stronger than Delta, which just shows the extend of his power. He has similarly had his body augmented by Amado, giving him more power than most naturally have.

While his abilities haven't been seen in battle much at all yet, his position in Kara seems to say a lot about his abilities, particularly that he is the next in line to capture Kawaki after Delta fails and that Koji Kashin seems hesitant to fight him.
Jigen is the leader of Kara, and, despite not training officially as a ninja, he is a fairly powerful individual, even before acting as a vessel for Isshiki Otsutsuki. He is stronger than any other member of Kara, and with Isshiki’s power is now almost unstoppable. He has abilities outside of regular human abilities, since he is the vessel for a Celestial Being, such as draining chakra from opponents and accessing objects from pocket dimensions.
5 Shin Uchiha
Shin Uchiha’s Akatsuki is the final iteration of the organization, with just Shin and his Clones as members. Shin is a former test subject of Orochimaru, and the experiments performed on him have made him a particularly formidable foe. He is able to accept genetic material into his body with no chance of rejection, so if he loses an arm, he can replace it with ease, and he seems to not slow down, even after just performing surgery on himself.
4 Isshiki Otsutsuki
Isshiki Otsutsuki, as can be expected from being a member of the Otsutsuki clan, is a Celestial Being and one of the most powerful beings in the universe. The only reason he doesn’t rank higher is because he doesn’t have access to his own body, and he requires a vessel to be able to perform physical tasks. But those who have acted as a vessel for him are augmented by his extraordinary strength, until the point that Isshiki inevitably just takes full control of their bodies.
3 Momoshiki Otsutsuki
Sasuke Uchiha, who was one of the people able to defeat Kaguya Otsutsuki, actually says that Momoshiki and Kinshiki Otsutsuki might be even more dangerous than Kaguya was. That’s saying something, since Kaguya was the most powerful being that Team 7 ever had to face, and it took all three of their power to bring her down. Momoshiki also says that he himself could have defeated Kaguya, showing just how much power he truly has.
2 Kinshiki Otsutsuki
As the other person deemed a greater threat than Kaguya, it can be assumed that Kinshiki Otsutsuki also poses a huge danger. Indeed, Kinshiki’s abilities have been put on display in the series.

He can restrain a perfect jinchuriki which, as fans of Naruto have seen throughout the series, is incredibly difficult. He is also able to take on several Kage-level opponents at once. And while he isn’t able to actually defeat Sasuke, he ends up pulling a draw from him instead.
1 Koji Kashin
Koji Kashin is a clone of Jiraiya and a former member of the Inner of Kara, one of the Legendary Sannin, so it should be no surprise whatsoever that he’s an incredibly powerful villain. Amado created him with the purpose of killing Isshiki Otsutsuki, showcasing the vast strength he must have, as killing an Otsutsuki is no small task. As a clone of Jiraiya, Koji possesses most of his power and chakra strength, as well as his ninjutsu abilities, such as the Rasengan.
